IBPS please raise the issue.................

IBPS : 25000 young graduates turned to victim

Dear all,
 This is to draw your attention on a very crucial matter that kept approx. 25000 candidate’s career on stake. This number might look smaller in this country of 102 crore people but here I am talking about 25000 young graduates who turned to be a victim of Institute of Banking Personnel Selection's (IBPS) crazy policies.If investigated, this issue can reveal a bigger scam than “Haryana Teachers recruitment scam”. approx. 6lac  participated in a Common Written Exam for selection of Probationary officers/ Management Trainees II (CWE PO/MT II) 2012 organized by IBPS on behalf of 21 banking and Finance Institutions of public sector that includes(1)Allahabad Bank (2) Central Bank of India (3) Indian Bank (4) Syndicate Bank(5)Andhra Bank (6) Corporation Bank (7) Indian Overseas Bank (8) UCO Bank(9)Bank of Baroda (10) Dena Bank (11) Oriental Bank of Commerce (12) Union Bank of India(13)Bank of India (14) ECGC (15) Punjab National Bank (16) United Bank of India(17)Bank of Maharashtra (18) IDBI Bank (19) Punjab & Sind Bank (20) Vijaya Bank(21)Canara Bank .
First the IBPS Issued a Notice on its website stating IBPS, an autonomous body, has been authorised by IBA and has received a mandate from the 19 Public Sector Banks to conduct the Common Written Examination. As per the procedure for recruitment, all individuals who aspire to join any of the above Public Sector Banks as Probationary Officers/ Management Trainees will necessarily be required to take the CWE. Successful Candidates in CWE will be issued a Valid Score card of TWSS (Total Weighted standard Score) which will be required to apply for the stated posts in Each participating Public Sector Bank.Also that Each participating Public Sector Bank will independently issue a separate recruitment notification, specifying their vacancies and stipulating their respective eligibility criteria in terms of age, educational qualification, experience (if any), minimum required level of IBPS score in each component test plus Total Weighted Standard Score (if any) etc.
After Conducting CEW PO/MTII in June 2012, in which it declared around 60,000 students as “Passed Written Exam” IBPS Changed the process and given another notice dated 12/12/2012 saying “IBPS has been authorised by the Competent Authorities to conduct Common Written Examination (CWE) and co-ordinate holding of Common Interview (CI) by Participating Public Sector Banks.” all the candidates who have been declared successful in CWE PO/MT-II will subsequently be called for a Common Interview to be conducted by Banks. The interviews are scheduled from the middle of January 2013.”Candidates, successful in both the CWE-PO/MT-II and Common Interview will be listed in the order of merit. Depending on the vacancies in each bank of his/ her preference, a successful candidate will receive through a computerised system an offer from one of the Participating PSBs. Vacancies remaining unfilled on account of candidates declining offer, will be filled from among the remaining candidates, through subsequent iterations.
After The Common Interview IBPS declared approx. 45,000 students as “Passed Interview” and asked for locking preference for participant organizations. Till this time IBPS was not aware of any number of vacancy for which it declared 45,000 students as “passed”.
Further on 05/02/2013 IBPS issued another Notice stating the number of vacancies (22415 in total) in different participant organizations with the procedural details of preference locking on IBPS website.
And also said that Vacancies remaining unfilled on account of candidates declining an offer/ additional vacancies in any Participating organisation, will be filled from among the remaining candidates, through subsequent iterations. A waitlist will be prepared from among the remaining successful candidates which will be valid upto 31.03.2014 or allotment of the next round whichever is earlier.
In the last week of March 2013, IBPS issued a notice stating “Those who got allotted to a bank, have been informed through an e-mail and sms” please check your email. This was a totally ambiguous and unclear act by which  ibps tried to hide the information of how many total candates were selected and on how much marks they got a particular bank.
Few Lucky students got a bank n rest were informed that - “This is in connection with CWE PO/MT-II for the recruitment of Probationary Officers/ Management Trainees in Participating Organisations. We regret that based on the vacancies notified in Participating Organisations and your performance in the written test and interview, we have not been able to allot you to any of the Participating Organisations in the first round of allotment.
You will be considered for any subsequent rounds of allotment for the Participating Organisations, in case
(1) any additional vacancies are identified
(2) vacancies remain unfilled on account of candidates not joining, joining and leaving or on account of candidates’ candidature being cancelled etc.”
On the very next day IBPS issued another notice and cancelled previous allotment because of many flaws. Like
(1)    All India Topper of CWE was not allotted to his first preferred choice.
(2)    Particular category candidates were allotted to a single bank.
(3)    Reserved category candidates were allotted to a bank on Unreserved seat even without checking whether he/she fulfills the UR norms of Marks or not.
(4)    On approx. 11058 UR seats approx. 7200 were given to General and rest To category candidates.
IBPS did an immediate change in allotment and allotted the candidates to bank. But here also the same flaws followed and IBPS intentionally neglected the criteria of Unreserved Category and allotted the candidates to Banks.
It is almost 4 months passed and after making lots of calls and e-mails IBPS came with a notice that
Queries received on publication of waitlist, further allotment, etc. In this connection, it is informed as under:
(1) Further process of allotment is based upon resultant vacancies to be furnished by the Banks/participating organizations.
(2) Since the Banks are busy with recruitment of candidates allotted under 1st round, it may take some more time to furnish resultant vacancies both for POs and Clerks.
(3) While IBPS will endeavour to expedite the process, no reply on further allotment may be possible before 30.09.2013. However IBPS Website may be viewed from time to time.
(4) This however does not give any guarantee for further allotment. 22/03/2013
On behalf of all the candidates who “Passed” the CWE and interview and still deprived from a respectful place in bank I would like to raise some questions here-
(1)    Why IBPS had changed the selection method in between process?
(2)    Why IBPS turned a recruitment process into eligibility test?
(3)    Why IBPS has not issued any merit list/ category wise list of passed candidate’s on its website?
(4)    Even though IBPS was not aware of exact number of vacancies, Why IBPS declared 100% extra candidates as “Passed” in interview ?
(5)    Why a candidate is suffering from past one year even though he/she cleared written exam and interview?
The biggest question is here, As per IBPS notices and documents the candidature of students passed in CWE PO/MT II is valid till March 2014 and also that-
Candidates will be  considered for any subsequent rounds of allotment for the Participating Organisations, in case

(1) any additional vacancies are identified

(2) vacancies remain unfilled on account of candidates not joining, joining and leaving or on account of candidates’ candidature being cancelled etc.

On the 11th July 2013, IBPS Issued another Notice for conduction IBPS CWE PO/MT III (3) on behalf of participant banks which will have allotment on March 2014.

We have a question that Mr. Finance Minister said “8000” more Bank branches to be opened this financial year and approx. 50,000 people will be recruiThen why IBPS and Banks are not choosing from the remaining Passed Candidates? 
Why IBPS is organizing PO III round for recruitment in the year 2013-14 for which allotment will be in March 2014, and if POII score card is valid till March 2014 and as stated by IBPS that additional vacancies till March 2014 will be fulfilled by PO II candidates only then How IBPS can allot same Vacancies to PO II and PO III simultaneously?
IBPS being a Profit making trust is just looking at making profit by inviting application with a huge fee of 600/application and banks are willingly hiding vacancies even though they can hire each passed candidate from PO II because there is a huge retirement in this current financial year.After PO III notification the changed criteria of 60% marks in graduation and 28 yrs age may kick out so many students which were preparing only for Banking sector since last 3-4 years.so kindly resolve the issue because the life of 25000 people and their families is at stake.
