ibps or banks or govt who is responsible for not allotment of waiting candidates.this is the question whose answer is not clear .let see the detail discussion and u candidates has to find out who is responsible........
ibps:
ibps is an independent body recruiting on beahalf of psu.they are saying that there job is recruitment and vaccanies are created by individual banks.so it is responibility of banks to come with vaccanies and we will allot candidates these vaccanies according to there ranks and reservation policies according to guidelines of govt of india.
so it is clear that as reservation policy i.e. govt.guidelines is fixed at the beginning of recruitment of po2 or clerk2 it is clear that some decision has been made by ibps and banks related to how many expected seats in year and than ibps select candidates according to the no of expected seats.that is clear for sure.
i am agree with ibps that they are not job creator,so there job is not giving every candidate job but my question to ibps related to po2 is

why u selected large no of candidates specially general.as per my knowledge less than 50 percent general candidate can only get alloted and more than 10k are in waitinglist.
now if u want to recruit these 10k candidates than according to reservation policy or govt policy 20k vaccanies has to be given,this is more than impossible.so possibility that all po2 waiting candidates is more than impossible.when a common man like me who is a owner of a very small company know the fact why not ibps.can ibps does not know the reservation policy.according to policy 50 percent seats are reserved for sc,st and obc,but they can also take general seats if they fulfill the general crieteria so it is clear that some general seats has been alloted to reserved candidates is 100 percent sure.according to my knowledge out of 28850 seats 10.5k are given to general and rest to reserved.so clearly it is a big mistake ibps has done.there is no doubt in it.the body which is unable to do such a simple calculation has not right to conduct such a reputed test.they are playing with the emotions of candidates.

why to cancel allotment
ibps has made a ist allotment and than cancel it and made a fresh allotment.this is again a big questionmark on the working of ibps.

no transparency has been done by ibps during allotment.no waitinglist has been released by ibps but 2 or three meritlist are there online how.a big questionmmark on ibps.......
